Agency, not adoption alone

The Atlas distinguishes AI merely deployed on an island from AI shaped through island knowledge, institutions and choices. It records protective agency, adaptive agency and productive agency—including islanders creating firms, improving established industries and capturing value from the wider AI economy.

The guiding question

Are islanders using AI to turn their knowledge, jurisdiction and geographical circumstances into locally controlled cultural, social and economic value?

Points represent the island location associated with each case. Regional Pacific initiatives are placed at their coordinating institution or programme centre and remain explicitly labelled as regional.

Scope, evidence and interpretation

Entries require an identifiable project and an accessible primary, governmental, intergovernmental, scholarly or otherwise authoritative source. The Atlas separates operational deployments, pilots, research and wider initiatives. “Agency” describes the case’s principal orientation: protective, adaptive, productive, or mixed. It does not imply that benefits are proven or evenly distributed.

Each record asks who initiated the work, whose knowledge or data supports it, whether skilled activity and value are retained locally, and which external dependencies remain. Anguilla’s .ai domain is included as an explicitly marked case of economic value capture rather than the local deployment of an AI system.

Case studies

Research caution. Inclusion documents a relevant use of AI or a form of agency within the AI economy; it is not an endorsement. Reported outcomes, community authority, ownership and dependencies require continuing scrutiny. Records are changed only when an update can be tied to a verifiable source, with the verification date retained as an audit marker. Visitors can also read the living Case-Study Atlas research review.
